3 important Behavioral Health Information Technolgoy (BHIT) deadlines

If you are an Adult HCBS provider in New York State and you want to take advantage of EHR incentives offered by the New York State Behavioral Health Information Technology (BHIT) program, there are three very important deadlines approaching that you need to be working towards.

Whether you are applying for Full Implementation Service, Partial Implementation Service, or Upgrade Implementation Service you need to ensure you are prepared to hit the following milestones to secure your BHIT funding.

New York City Providers

  • Milestone 1: March 31, 2017
  • Milestone 2: October 31, 2017
  • Milestone 3: January 31, 2018

Rest of State Providers

  • Milestone 1: October 31, 2017
  • Milestone 2: December 31, 2017
  • Milestone 3: March 31, 2018 

Milestone 1: BHIT Program Enrollment 

This means that to be eligible for BHIT implementation funding you need to be under contract with your selected BHIT Approved EHR vendor with enough time to meet the Milestone 1 requirements.

*This is the date that BHIT needs to see your vendor contract, so it should realistically be signed prior to the posted deadline in order for you to meet this milestone.

Milestone 2: Must be live with your HCBS services

To be eligible to have your Year 1 User Licensing Fees covered by BHIT you need to have your selected EHR implemented and live.

Milestone 3: HCBS Billing – Remittance from an MCO

You will need to demonstrate that you are billing Managed Care Organizations (MCO) for your HCBS services. Below is a complete listing of the BHIT milestone deliverables to be eligible for funding.

Milestone 1 Deliverables

  1. Signed Adult HCBS Provider Participation Agreement (PPA)
  2. Signed Business Associate Agreement (BAA)
  3. Provider Organization W9
  4. Complete BHIT Enrollment Form
  5. Proof of Executed Vendor Agreement
    1. Executed Vendor Contract signature page and Vendor Invoice [Pertaining to Full]
    2. Vendor contract signature page and/or Vendor Invoice for setup fee and/or Letter from vendor informing the setup of additional module [Pertaining to Partial]
    3. Screen shot of solution activation licensing number [Pertaining to Upgrade]
  6. Milestone 1 Attestation – Signed form attesting the organization has completed BHIT M1 Deliverables (Template will be provided.)
  7. Milestone 1 Invoice – Signed form by Authorized Representative

Milestone 2 Deliverables

  1. Completed BHIT Enrollment form – Updated to include new staff
  2. Evidence of access to the EHR/EBS system:
    1. Completed CBS Vendor Training (Attendee sign-in sheet)
    2. Report listings of all HCBS registered system users (include Staff First Name, Last Name, System Username)
  3. Vendor invoice/PO for HCBS Licensing – (current/new year)
  4. HCBS Go-Live Documentation:

Print out of completed sample case documents and/or screen shots, per HCBS Provider Organization as delineated below.  Documents can be provides from the testing environment.  *If documents are for an actual HCBS recipient, ALL identifying data and Personal Health Information (PHI) should be blocked or removed to ensure confidentiality.

The documents are:

  1. One completed HCBS Recipient Demographic Information
  2. One completed HCBS Provider Assessment
  3. One completed Service Authorization Form
  4. One completed HCBS Individual Service Plan (ISP)
  5. One Completed HCBS Progress Note (it can be Individual or Group)
  6. One completed Discharge Note
  7. One completed Request for Extended Services or Request for Additional Services

 5. Milestone 2 Attestation Signed form attesting the organization has completed BHIT M2 deliverables

 6. Milestone 2 Invoice – Signed form by Authorized Representative

Milestone 3 Deliverables

  1. BHIT Enrollment Form – updated to include new staff
  2. Access to the system
    1. Updated Report list of registered system users (include Staff First Name, Last Name, System Username)
  3. Complete the claim cycle for a HCBS member. Provider should submit copies of:
    1. Claims Transmission report
    2. Claims Acceptance Report
    3. Remittance Report or Explanation of Benefits (EOB) from the MCO
  4. Vendor invoice/PO for HCBS Licensing – (upcoming/future year)
  5. Milestone 3 Attestation – Signed form attesting the organization has completed BHIT M3 deliverables Milestone
  6. Milestone 3 Invoice – signed form by Authorized Representative
